Сформулированы выводы о недооценке негативных экономических и социальных последствий Правительством РФ, а также о юридических изъянах принимаемых решений. С учетом подходов Международной организации труда и опыта других стран, столкнувшихся с аналогичными проблемами, делаются предложения, во-первых, в части более комплексных и масштабных мер по защите занятости, работодателей и работников, с тем чтобы минимизировать рост прекаризации занятости и безработицы; во-вторых, в отношении распространения мер социальной защиты на все слои населения, включая мигрантов и лиц без определенного места жительства, занятых в неформальной экономике, и других лиц; в-третьих, по усилению контроля за соблюдением трудового законодательства и применением Россией Конвенций МОТ об инспекции труда.</p></abstract><trans-abstract xml:lang="en"><p>The paper contains an evaluation of the measures taken by the Russian authorities to protect the population as a whole, as well as the labor and employment market participants, from economic and social harm caused by quarantine restrictions imposed in connection with the spread of coronavirus (COVID-19). The author concludes that the Government of the Russian Federation underestimates the negative economic and social consequences and that the decisions taken have some legal shortcomings.
